Right-click in Windows explorer and click Open With and from there click wherever you need to, to browse for an exe, and find LibreOfficeCalc.exe, select that. You will find on Windows 11 (and probably older versions too) LibreOffice Calc will not open the CSV. Move the CSV file to a path less than 255 chars long, and repeat.
