They say is GPL, has no GNU distros based version, there is an Android version but is not losted in F-Droid. I read it was the most used program in Cuba to overcome guvernamental control https://www.seattletimes.com/business/technology/over-1-million-cubans-evade-internet-curbs-with-u-s-backed-tech/ Seems to be more used( in Cuba) than TOR browser.
