John, I don't know of any utilities which measure the incoming voltage directly (though I have a low voltage scope thingy which fits inside a d-type on the parallel port). I assume your inverter is producing a theoretical 110v? I've noticed that my worldwide charger takes much longer to charge when I'm in a 110v bit of the world than in a sensible 220v bit. Maybe there just isn't enough voltage from the inverter to make the thing work properly?
