the best load is a high wattage resistor that has a resistance close to the maximum discharge rate of the battery. Then you need to test it in the equipment it is supposed to b e powering. That way you are testing it to spec and checking to make sure you can tell whether you actually have a bad cell or a poor engineering design job.
