I think one of the most common usages is in LED flashlights. A battery fluctuates over time, and the voltage is often lower than needed to power a LED, so these converters boost the voltage to a higher one and allow you to power the device just fine off lower voltage batteries. In any case, I'm sure a quick search will do it.... One idea is to see if there are any car chargers out there that can power the Libretto(I think there are - search Mailing List archives). Then, you can easily start with a lower input voltage, and rely on the charger to boost the power to something the Libretto can use. but the problem here is to see if the charger can handle a wide input voltage fluctuation, or if what you really need is another power supply converter....
