We've been seeing that error pop up for devices in the past. Basically, 
it occurs if a device fails to handle a GET_DESCRIPTOR request for the 
config descriptors through the Windows API.

Currently, we don't handle this as a critical event (we just set the 
number of confs for that device to zero), so I guess we should reduce 
the severity to warning or info only.

Unless there are objections, I'll produce a patch to do just that. 
Currently, I think I'll go with info, but if anyone has a strong 
preference for another severity level, let me know.
