The difference in this case is that the autotools have been run by
whoever created the release tarball, and thus the configure script
has already been created, and is ready to run on any system with a
shell.

autotools are not involved at all beyond the point where they create
the configure script.

Maybe this helps explain why I find snapshot tarballs important.
