A common model in the wiki world is that one person is identified as the person having primary responsibility for drafting and editing, but they're understood not to be the final decision-maker: others are encouraged/expected to do further edits once the first draft is posted, and in at least some cases the "closer" (summarizer and decision maker) is explicitly prohibited from being involved in the ongoing discussion. I could see here having primary responsibility on the submitter to do the first draft, with a designated board rep whose job would be to answer questions, cat-herd any loose ends from L-R, and do a final edit pass for completeness/accuracy/relative neutrality before the board made a final call. This would let really skilled submitters (Van, etc.) work relatively unhindered while giving at least some support to those working in good faith but with less experience/resources. Luis
