Yes, you're definitely right.
Not only updates to README and INSTALL files are missing, a real Users Manual 
is missing, too. It should be in Docbook format or something similar to be 
convertable to many other formats (HTML, PDF, Postscript, <younameit>).

Someone wanna play with this? :-)
