I've not managed to return to this issue so far. It's not all that
surprising that the issue "continues to look to" you as before as the code
has not changed since it has been reported. And it is still marked as a
regression.
Not all instances of fill-line uses can be fixed since fill-line works by
spreading inter-word spacing, and there have been uses where there is no
actual interword space when a hspace does not count as a word itself. But
there are indeed a lot of cases where interword space _is_ available and
not properly utilized.
That's why this is marked "Defect" and "Regression" and not "Invalid".
