Does the code that implements \fill-line know the X-extents of the items that are to be "justified". If so, I think the correct algorithm would be to subtract the X-extents of the items from the line width, divide that by n-1 and use that as a spacing between the items. If the X-extent is not known, I'm not convinced there is a good solution.
