Currently, makelsr.py adds different amounts of blank lines to
some .ly files depending on whether you run it as a full import
vs. when you run it locally. It would be nice if that didn't
happen.
FWIW, I'm pretty certain I now know what causes the additional blank lines.
It's code added with this comment:
# workaround for a bug in the regex's that I'm not smart

If my new plan works, it won't be necessary to fix this anyway.
