Don't (orchestral) pedal harps do this?
They like to have an indication before time that they need to use the
pedals (or levers) to change key.
If harps do need this then is there a particular Lilypond technique that
harp music uses?

Not sure, but it looks a bit clunky to me. I would probably leave out the time
signature (a change in key signature is something you can easily stumble over,
time signature not so much), which would slim it down quite nicely.
