My failure with the Tamil script was also on Windows.
It is obviously time for me to switch to Linux :-)

If the bottom one is correct then it is rendering correctly on
Ubuntu 14.04, lilypond 2.19.3.
... This means we are again bitten by the ligature bug on Windows...
