Since a couple people asked -- the answer is no. I'd imagine there's some
rudimentary market research involved. Or maybe they'd rather see it already
written & put on the Web, and if it's successful that way they'll print it
(like _Linux Network Administration_). Although that GIMP idea someone had
was rejected last Jan. or whenever it was, I would bet that they're going to
do one once 1.0 comes out.

Definitely. The same goes for xfig and the rest of those kind of apps.
