Can't help you, but thought I'd throw in my 2 cents anyway.  I recently
purchased a capture card for my linux box.  Running bttv and xawtv. 
With xawtv, you can capture video to an *.avi file.  There's a tool
called streamer that comes with xawtv.  I've currently got an old
camcorder connected to mine (use it for a webcam), but you could easily
put a vcr there as well.

Can't help you with the editing piece.
