Speaking of legislation, S.899, the 21st Century Justice Act
of 1999, huge bill, probably no one person could be expected
to sift through all the insane provisions this one likely offers.
But one example, SEC. 6505 "Prison Amenities" would require
that "the Bureau of Prisons shall ensure that no prisoner or
detainee under its jurisdiction...is permitted...use or possession
of any electric or electronic musical equipment." (?!?!)

And S.1428, the Methamphetamine Anti-Proliferation Act of
1999, SEC. 5 would make it illegal to "directly or indirectly
advertise for sale" drug paraphernalia, including "the use of
any communication facility (as that term is defined in section
403(b)) to post, publicize, transmit, publish, link to, broadcast,
or otherwise advertise any matter (including a telephone number
or electronic or mail address) knowing that such matter has the
purpose of seeking or offering, or is designed to be used, to
receive, buy, distribute, or otherwise facilitate a transaction"
This could have you charged with a crime for providing a link to
a web site in a country where such advertising remains legal,
if you knew it to contain such advertising, regardless what
other material that site may provide.
