I don't think it was ever mentioned publicly before. Some intellectual
property lawyers have assisted by reviewing it, which I felt was
necessary before it is ready to be shown to the community. In the
archives of this list, there is a discussion about some of the ideas
behind it; as soon as it is ready for public discussion it will be
posted to this list.
