Below is some brief background, with suggestions for how you can learn more. The Lincoln Green Energy Committee (“GEC”) and the Select Board are sponsoring the two warrant articles, which have also been endorsed by the Planning Board. Their combined effect would be to require that, after a phase-in period, all new buildings in Lincoln and certain major additions and renovations be all-electric and highly energy-efficient. “All-electric” would include heating/cooling via air-source or ground-source heat pumps; electric water heating; and cooking via induction or other electric options. “Highly energy-efficient” includes high levels of insulation and smart air exchange. Emergency generators would still be allowed. Moving to all-electric buildings is a necessary part of Massachusetts meeting the climate goals that were set in 2021 as part of a landmark climate bill known as “An Act Creating A Next-Generation Roadmap for MA Climate Policy <https://malegislature.gov/Laws/SessionLaws/Acts/2021/Chapter8>. Those goals include at least a 50% reduction in greenhouse gas emissions by 2030 (compared to the 1990 baseline) and reaching “net zero” by 2050. Similar reductions are necessary worldwide to reduce the probability of climate disaster. The GEC will host two public information sessions via Zoom, to explain these warrant articles and respond to questions. They will start at 5 pm on Sunday, March 5, 2023 and at 7 pm on Tuesday, March 7, 2023. No pre-registration is necessary.
