The state agency, EOHCL, does not set any requirements regarding parking.
That is up to each community, but it affects the estimated potential units
that will count towards the quota.

Typically, a community's zoning bylaws will require some minimum number of
parking spaces for residential units.  It could be X spaces per house or
apartment, or it could be a formula based upon the number of bedrooms.  It
could even be zero minimum, leaving it up to the builder to decide how many
to provide.

EOHLC has a Compliance Check Tool which does consider what the local bylaw
sets for minimum number of spaces.  It is not a very good tool, but it is
how the State will score each rezoning plan, and 'award' units for meeting
the quota.
If Lincoln creates a plan allowing up to 3 story buildings on each parcel
and no required parking spaces, the Compliance Check Tool will spit out a
certain number of housing units to meet the quota.
If this district is instead zoned to require 1 space for each housing unit,
this number will be reduced by almost half.
If this district is instead zoned to require 2 spaces for each housing
unit, this number will be reduced to about a third.

This is just a hypothetical number that may not be realistic, but this is
how the State determines compliance.
