This is a massive project and (sadly) reflects significant changes in the size and types of houses being built non Lincoln now. It is the antithesis of the values that used existing topography and built with little disruption to the existing (natural) landscape. Drive through Browns Wood and see how these homes were built to be unobtrusive, to hug the existing topography and to nestle into the existing landscape. There are no grand entrances, there is minimal exterior lighting. They are of a human scale of another era.
The Planning Board decisions are constrained by the bylaws we have created. Decisions are based on bylaws that have been primarily reactive. We have been hesitant to be too restrictive and here we are today. Perhaps it is time for a more comprehensive evaluation of our now almost 20 year old comprehensive long range plan. If we had done so before the HCA, we would probably had more consensus and less division over a final rezoning. It also would have provided better guidance, community directed, for the CIVICO/Harrington development. It is time for a new generation to take a look and propose how best to chart a future, being mindful that what we had enjoyed in the recent past was the product of careful, thoughtful deliberate efforts of past generations, beginning in our earliest days in the early 1770s when we revisited “commercial development” to preserve our framing community. Times have changed. We have changed and evolved our thinking and approach to building community. Perhaps it is time to determine exactly what we want to pass on for future generations.
