The Workshop is part of the NGO activities to accompany the
Global Forum on Agricultural Research (GFAR2000),
which takes place in Dresden, 21-23 May 2000

BACKGROUND
Agricultural research greatly influences food security and quality in
North and South. It also plays an important role in the discussion on
biotechnology and patents, which, however, hardly serve poverty
alleviation, resources conservation and food security. Agricultural
research could promote environmentally safe and socially equitable
agricultural production and nutrition in a better way than it has
hitherto. The world's largest public agricultural research organisation,
the Consultative Group on International Agricultural Research (CGIAR),
launched the Global Forum on Agricultural Research (GFAR) in 1996 in order
to answer criticism that research objectives and priorities are set
without substantial participation of those meant to use the research
results. It is held every three years. GFAR 2000, the first expected to
have a public awareness impact, will be held from 21 to 23 May at Hotel
"Westin Bellevue", Dresden.
The occasion of the GFAR2000 has been seized by German and international
non-government organisations to carry out public awareness and lobby
activities and critically accompany GFAR2000 with workshops, exhibitions,
and press conferences, among others.
OBJECTIVES
Workshop objectives are
- to further clarify NGO / small farmers expectations towards the CGIAR
and the GFAR;
- to clarify NGO / small farmers issues beyond the GFAR with respect to
agricultural research for poverty alleviation
- to prepare NGO / small farmers invitees for their participation at GFAR;
- to organise activities during GFAR;
- to plan NGO/small farmers activities after the GFAR.

4. Panel discussion: NGO and small farmers organisations' positions on the
role of agricultural research in poverty alleviation
5. Working groups and synthesis: Clarification of positions of NGOs and
small farmer organisations on issues like biodiversity, trade, resource
tenure, patents, farmers rights, with a focus on agricultural research
for poverty alleviation. Questions to be answered by the working groups
may include:
- Which role should research and research institutions play?
- Which kind of partnerships and networks do we envisage?
- Which kind of approaches and methodologies do we envisage?
- What kind of enabling institutional and policy frameworks do we need?
