They might give you what you need for development (though it might cost). I'm not sure what you'd get overseas--you should be a bit careful of your sources. If you get counterfeits, even if you're just using them for development, (1) they might not work the same as the real thing, and (2) you could get into trouble, even though you're just using them for development.
