My approach would be to create a viewer .exe that gets installed to the user's HD along with an index file(s) and the thumbnails. The index has an entry for each image (give each image a unique ID) and the cd it's on. I disagree with the "miaw for each cd" approach, seems like unnecessary complication to me.
One advantage of this approach is that if you end up doing a dvd it's just a matter of changing the index file to point at all the files on the single disk. This is essentially a much simpler version of what we do with our dvd/cd products (Encarta). Unless you need to protect the images you could just leave them loose. A determined hacker could get them anyway. There might be a disk space savings to aggregating them in a single container file like a .cst though. Depends on what your needs are.
