Incidentally, using DV as an abbreviation for digital video can be confusing. DV is specifically the codec used in DV cameras, and that can make quite a difference to the answer, if the codec was DV. I'm guessing that it's not, and that the key frames are set wide apart. If you go to the frame before a key frame, the movie has to load all the frames from the previous key frame in order to produce the frame you've asked for. If you've set key frames 200 apart, that would require loading at least 6 2/3 seconds of video to produce the image.
