If it's not maximized.  Un-maximize it and stretch it to the screen size, then you can 
move the panels.

Is it possible to have director panels like the cast and score on a 2nd 
monitor when authoring. For some reason director does not allow me to drag 
the panels into a 2nd monitor. But Flash allows it??
