Re-routing around a broken link also is dependent on there being an alternative link, and that it has sufficient headroom (which at all other times might be regarded as 'waste'). With increased amounts of traffic-engineering and path-locking using technologies such as MPLS to steer traffic onto specific paths and networks, ignoring other possible but sub-optimal paths, the ability for traffic to flow around a break is also increasingly reduced.
