You have not installed the C development packages.
I suggest you do first:
apt-get install wajig

This is because in my opinion wajig is easier to use 
than apt-get. Then try this:
wajig recommended libc-devel

Also try:
wajig list-commands
or
wajig list-commands > cmds.txt 
Then you get the list of commands in a text file. There
are commands to find out in which package a certain file
is contained.
