I do not quite understand this question.

Presumably you are caught in the graphical interface X11
with some security functions that I do not know the details of.

The standard procedure I use is to press Ctrl Alt F1
to get a console terminal where I can log in as root
with full privileges for everything.

The next thing would be to edit /etc/inittab

# The default runlevel.
id:3:initdefault:

In Ubuntu you presumably have 5 here.

In some distributions even runlevel 3 starts X11.
In such cases I remove the file ..../rc3.d/SXXgdm 
(XX is a two digit number)

Different distributions place the file at different places:
/etc/rc3.d/SXXgdm
/etc/init.d/rc3.d/SXXgdm
/etc/rc.d/rc3.d/SXXgdm

This way I always log in in terminal mode.

When I want X11 I type startx.

Shift between terminals with Alt F1 to Alt F6.
You may log in as root on some of them and
as a normal user on others. It may be
a good idea to start X11 from a terminal
that is logged in as a normal user. Some
Linux systems do not behave well in case
you run X11 as root (e.g. Mandriva).

Personally I prefer Debian. It does not have
any restrictions and I am allowed to run X11 as 
root on my own responsibility.

In my experience the probability for unexpected 
behaviour is much higher under X11 as compared to
terminal mode. The reason is that soundcards and 
other resources are shared with other programs.
Things like changing the sampling speed with ossmix
may lead to unexpected problems. 

There are only two valid reasons to use X11 as I see 
it.
1) Your videocard is not supported by svgalib.
2) You want to run other programs simultaneously.

X11 works perfectly well nearly always - but one looses
some valuable screen area. Starting stopping and changing
the sound system is not always safe. Presumably some
programs believe one does not do such things and behave
as if changes to the sound system do not exist with a
total lockup of the sound system as a consequence.
