You don't.  Broadcasts don't leave a segment by design. If you want
"broadcast-like" function for multiple segments, you need to use multicast,
which is routable.

If what you want is layer 2 packet forwarding, I don't think there is a
currently available solution. This will be really expensive on a S/390 w/o
shared memory to avoid copying the packet around...
