FTP and Telnet not working in linux 390 lpars

hello,

   i have 3 linux lpars running on the same CEC. i can ftp and telnet from
the linux lpars out to other servers, however i cannot ftp or telnet from
one linux lpar to another or from an outside client into the linux lpars.

any ideas?
