How 'bout plain old politics?  In a not-so-hypothetical example, the
mainframers are old school, know all about RAS, customer service, 24x7,
and the real meaning of "mission critical".  The small server folks may
only recently be tumbling to the responsibilities involved in running a
data center.

If the two groups are politically independent -- rivals, if you wish --
and you have an opportunity to put up a Linux application, which group
would you choose to take responsibility?
