Josh, I use x3270 and it is possible to remap keys as
you want, even control key to enter etc.
Put this into .x3270pro in your home directory

x3270.keymap: mine
x3270.keymap.mine: #override \
  <Key>Return:  Newline() \n\
  <Key>Insert:  ToggleInsert() \n\
  <Key>Prior:   PF(7) \n\
  <Key>End:     FieldEnd() \n\
  <Key>Control_R: Enter() \n\
  <Key>Control_L: Reset() \n\
  <Key>Next:   PF(8)
! keymap (-keymap)
x3270.keymap: base,mine
