The problem is solved, "primary_router" was not set on the correct
interface in my virtual router.

Probably a stupid remark, but should you not define both VSWITCHes with
the
PRIROUTER function?
VSWITCH1 to be able to route to your destination, and VSWITCH2 to route
the
answer back to the originator?
