It isn't that xip2fs isn't acceptable to the kernel maintainers (although it
will never be part of 2.4, since it is new function and not maintenance).
That is being worked on, evidently.  It's just that xip2fs isn't posted on
the IBM developerWorks site, but is on linuxvm.org.  That's because it
didn't/won't go through the (overly) official process to get IBM approval
for release.
