Depending on the file system, EXT2, EXT3, etc, there are defaults that are assumed when you create the file system. I myself do not know how to change that value, but the value gets set, and when the number of times the file system gets mounted meets this value a file system check is forced.
While inconvenient, it is not a bad thing in and of itself, as it makes sure your file systems are valid. In a production environment where you are coming up and down infrequently, this should not impact things frequently.
