We saw variations of this several times.  Hanging of the 3270 CONSOLE usually 
points to a dispatching problem with VM.  We had other problems where the 
console was responsive, but the network performance (including PING times) was 
terrible.  This was eventually identified and fixed by a driver upgrade.
