Interesting. I wonder if a fully-baked plan of how to do this were to be presented whether IBM would re-consider it. I still have all the materials that I used with DECUS for managing the licenses I had for RT-11 and VMS. Made DECUS a nice profit on the rake-off they took for doing all the work. The key in getting DEC to accept it was that DECUS was responsible for keeping track of the licenses and licensees, and reporting that back to DEC regularly, and that it would be permitted to run only on genuine DEC hardware or 100% compatibles (you had to supply a valid serial #). I think you also had to agree to let DEC send you marketing stuff. Not so different from the PID arrangement, in general -- just a LOT bigger.
