It could be you have the kernel with the bootstrap for the virtual reader rather than the tape. You might verify with a TRACE INST TERM RUN before you IPL and see where it goes wrong. When you install Linux in a virtual machine, it is probably more common to IPL from your virtual RDR. Any reason you could not try that?
