Tried the virtual RDR first and it also failed. I double checked to make sure I was using the correct files from the CD and everything looks good.

You might verify with a TRACE INST TERM RUN before you IPL and see where it goes wrong. When you install Linux in a virtual machine, it is probably more common to IPL from your virtual RDR. Any reason you could not try that?
