I just took a look at /etc/sysctl.conf on one of my systems, and there
is a mixture of lines with spaces around the equals sign, and no spaces.
All the values are in effect, so I don't think this matters.  At least
not today.  That could change some time in the future, of course.

It may be the syntax in the sysctl.conf file....Ensure that there are
spaces between the target the '=' and the value.... kernel.hz_timer = 0
and not kernel.hz_timer=0.
