I think for the base price you might get 25 or 30 virtual machines, for
any more you need to pay more and then you get another group.
Bear in mind that wht you're paying for is not a licence to use the
software, but rather access to the support facilities, the right to
raise tickets (rather than rely on bugzilla), etc.
Presumably, if you're running more copies, virtual or real, you're
making more use of those facilities.
