Probably because the expectation is that during the installation process, a 
working NIC configuration is created, so no command line tool is required.  The 
chccwdev command is there because IBM wrote it.  I don't know if it was as a 
result of a demand from Novell or Red Hat or not, to make scripting some things 
easier.  There hasn't been a similar tool for network interfaces because IBM 
hasn't written one, and apparently no one has asked for this before.
