The fear is just that they've never used RMAN. I don't know the reason, it's just not a utility that's in their arsenal for whatever reason.

The export/import process converts the internal representation to something portable between systems so that you get the values you expect back when changing system architectures. Restoring a backup doesn't do that. I don't understand their fear of RMAN, though. RMAN has been the recommended backup/restore utility for Oracle for years, and it's pretty much the only supported backup/restore utility for any of the offline storage things.
