We use TSM, so don't have that issue. Having said that, I stay away from cyl 0 as a matter of practice (using full pack mod-9 minidisks).
After the cloning process is done, I use a rexx script that calls ickdsf to label the devices "VMxxxx" where xxxx = device number. Sorry I should have mentioned that in my original post.
