The ts-shell could successfully connect to your linux149 system.
On the target system (linux149), it seems that the linux user ID "linux149"
uses the iucvconn_on_login program as login shell.

When an iucv terminal is connected, all new connection attempts to the
terminal are refused to ensure only one connection at the same time.

In your setup, the iucvconn_on_login tries to connect to the terminal
to which the ts-shell is already connected.
