I doubt, from what others here have said, that WAVV would qualify for a zPDT license. It is apparently strictly for an ISV who is approved by PartnerWorld. Which organization likely requires some sort of prospectus on the software and who will be developing it. I doub that it could not be opened up to "anyone on the Internet".
