Reiserfs simply won't work if the disk you're trying to use it on is read-only - even when you attempt to mount the volume read-only, it expects read/write access to its journal and panics if it doesn't get it. So far as I could tell when I ran into this issue, there is no way to configure around this.
Ext3/4 would be a good way to go here.
