The IUCV infrastructure of linux has been enhanced and I believe you can
cause it to trigger events by sending a SMSG to the guest. See Chapter 24 of
the latest Linux Device Drivers document from IBM developerworks:

"The smsgiucv_app kernel device driver receives z/VM CP special messages
(SMSG) and delivers these messages to user space as udev events (uevents).
The device driver only receives messages starting with "APP". The generated
uevents contain the message sender and content as environment variables."
