Strictly speaking that's not true: if you do a pvmove from a large PV to a smaller one, pvmove will migrate blocks until the smaller is full. You can therefore replace a large PV with several smaller ones (invoking pvmove repeatedly) or replacing a half-full 100G PV with a single 50G PV (since pvmove will discard unused blocks).
